This section of Mission Planner, invoked by the Menu item CONFIG at the top of Mission Planner, has several subsections. The subsection are where you configure the parameters that control how your autopilot controls your vehicle. Tuning refers to adjusting parameters in the control loops so your vehicle behaves the way you desire.
My quad is at my room, so there is no GPS fix. however, it still arms. I went to configuration and ticked this setting Standard Params -> Arm Checks -> GPS lock. Also set LOG_DISARMED to 1 this will start logging data before you arm the quad and you can provide a data flash log file for other analysis such as tuning and things when you fly. I highly suggest you take a look at the wiki. The fact that your gps says no fix instead of no gps is promising.
