After running it for a while I noticed the temperature was not very cold and certainly not chilled. When I turn off the air con the temperature stays pretty much the same. I've checked the fuse and it's ok.

Id say 100% your fan is blewing your resistor, as the fan would work on setting 4 as it by passes the resistor on that setting. your fan is knackered resulting in your resistor blewing its thermal fuse. today to my dismay I have discovered that no air is coming out of vents. Does not matter what setting (1,2,3,4 cold, hot) there is no movement.
